We Talk: New Yorkers say Beijing's 'Swift Response to Public Complaints' has reference value
The 2026 Beijing Forum on Swift Response to Public Complaints will be held on October 12 and 13 at the China National Convention Center in Beijing, the capital of China. The core concept this year is "People's City, Better Life", focusing on topics such as the modernisation of digital and intelligent technologies in cities and the empowerment of urban governance. Participants from more than 70 countries and regions are expected to attend. How can different cities explore more timely and efficient ways to respond to residents' everyday needs? CGTN Stringer hit the streets of New York City to speak with local residents about public services. Steven Hitts said that New Yorkers can seek help through 311, but he believes that the official hotline can sometimes be slow to respond, with some requests taking several weeks to resolve. Speaking about Beijing's "Swift Response to Public Complaints," Abby Cassidy said that establishing a livelihood service mechanism independent of the police system has reference value, and expressed hope that such public services can truly integrate into daily life, making urban governance more efficient and residents' lives more convenient. Before the call: Bringing community services one step closer
What if help could arrive before residents even ask for it? In a Beijing neighborhood in Changping District, community workers and grid volunteers regularly walk through the community, stay in touch with residents and spot potential problems before they become formal complaints. From noisy renovations to emergency help for elderly residents, the approach is shifting hotline services from simply responding to requests to proactively meeting residents' needs. It's a closer look at how "12345" is becoming more than a hotline by bringing community services one step closer to the people they serve. My city, my say: The 15-minute fix
How much of daily life can fit within a five-minute walk? On Yongtaizhuang West Road in Beijing, Qinghe E Community Center brings fresh food, breakfast, haircuts and other everyday services closer to home. It offers a glimpse into Beijing’s “15-minute community life circle” — and how it connects with a broader approach to urban governance. The city’s 12345 hotline records residents’ requests and complaints; recurring issues can then reveal where common needs and service gaps exist. The idea is to move from responding to problems as they arise toward addressing some of them before the next call comes in.
